Who South Dakota considers a full time traveler for Driver Licensing

Under current DPS guidance, eligibility may include people who:

    • Have a physical South Dakota residential address, OR
    • Live full time in an RV or camper, OR
    • Travel full time for work
This describes Driver Licensing only. It is not a universal definition of residency or domicile.

Current mail forwarding and PMB requirement

    • An eligible personal mailbox (PMB) through a mail forwarding service can be part of the full time traveler Driver Licensing process.
    • A virtual only address or virtual postal address is not accepted for this process.
    • A PMB is not the same as a residential property address.
    • A mailbox by itself does not establish residency or domicile for every purpose.

    Current South Dakota stay requirement

Current DPS guidance requires proof of one night in South Dakota within the previous year for the qualifying full time traveler licensing process. The receipt must come from a South Dakota hotel, motel, campground or RV park and show the applicant's name.

One night is the minimum documented stay. It does not establish domicile for all purposes.

    Current Residency Affidavit requirement

The Residency Affidavit is part of the qualifying full time traveler Driver Licensing process. Use the current official form linked by South Dakota DPS, not an old downloaded copy.

The current form permits signing in the presence of either:

    • A notary public, OR
    • A South Dakota driver license examiner

Current driver license renewal rules for full time travelers

    • South Dakota driver licenses are generally valid for five years.
    • Eligible full time travelers may be able to renew online or by mail.
    • DPS describes online or mail renewal eligibility as once every 10 years, or not having used the online or mail-in method at the previous renewal 5 years ago.
    • Recent South Dakota stay documentation is still required under the current full time traveler process.
    • A license expired more than 30 days requires an in-person visit and a knowledge test under current DPS guidance.

    Current vehicle registration rules

Vehicle title and registration are handled under Department of Revenue rules, separate from Driver Licensing.
    • A South Dakota driver's license is not universally required for every title or registration transaction.
    • A South Dakota driver license or ID is required for certain online vehicle services.
    • For South Dakota vehicle title and registration transactions, out-of-state applicants work through a South Dakota county treasurer. The county treasurer determines the applicable vehicle registration fees and any county-level fees for that transaction.
    • The current $100 nonresident administrative fee may apply in certain title transactions when an applicant has neither a South Dakota driver license or ID nor a physical South Dakota address.
    • For that specific fee rule, DOR says PO boxes and mail forwarding addresses do not count as a physical address.

See YBA vehicle registration assistance and registering a vehicle without a South Dakota driver's license.

Current voting rules for mail forwarding users

Driver Licensing residency and voter residency are separate.

Effective January 1, 2026, someone who registers using only the address of a commercial mail receiving agency, mail forwarding service or post office box as their residence address, without providing a description of the location of their habitation, may be registered only as a federal voter.

A South Dakota driver license does not automatically provide full voting eligibility.

What these requirements do not determine

The items above do not automatically determine:

    • Tax domicile
    • Residency in another state
    • Bank address acceptance
    • Insurance underwriting
    • Estate planning
    • Business nexus
    • Legal domicile for every purpose
